Which city in Mexico is a good place to spend time (learning Spanish)?

Need a modern city, not too overwhelmingly huge (Mexico City is too big, for e.g.), not touristy, and not a beach destination, yet not too tiny and remote. I’m wondering what cities in Mexico are in areas that have a moderate climate, are really green, have moisture, i.e., areas that do not have a desert-like climate.

As for the school, I’m looking for high-quality educated teachers who know language—not just the Spanish language. A school meant for those who want to study long-term, like up to 6 months, and that attracts people who are in their 30s, 40s, and up, not just college kids in their 20s. Would like to participate in volunteering programs and optional excursions. Would prefer living on my own (instead of with a family).

And, I’d like a city that won’t have droves of English speakers wandering around. These are ideal things I’d like. What Mexican cities can you suggest? (School suggestions are welcome too.)
